PROBLEMS AT EMS

November 13, 2011

Recently an anonymous source mailed a packet containingcopies of several letters and complaints to The Carroll Cox Show .  The letters were addressed to  Honolulu Mayor Peter Carlisle, State Auditor Marion Higa, and Linda Rosen at the State Dept. of Health.  The letters referenced numerous issues and complaints of wrongdoing by the City and County of Honolulu's Emergency Medical Services Division. 

The complaints included one claim alleging the director of EMS, Dr. James Ireland,  purchased tires for his personal vehicle and had them installed  by the city mechanic.  Allegations  include claims the city's mechanic serviced Ireland's personal vehicle on city time, and even charged some  overtime  for the work.  While investigating the  allegation regarding the Director's personal vehicle we spoke to the mechanic, Greg Leyson, who confirmed that he purchased four tires for the director's personal vehicle with  his own  "personal charge card" and was repaid in cash by Dr. Ireland.    Leyson then told us, while servicing Ireland's personal  vehicle he also installed a carburetor and other components.    The vehicle was being prepared to drive in the City Lights Parade in Honolulu and Kapolei. 

The  letters of complaint also raised an issue with the Director having possible conflicts while scheduling his private practice at  Wahiawa General Hospital during city time.  We confirmed he is actively practicing medicine and is listed as a practicing doctor at Wahiawa General Hospital. 

We are posting the complaints in their entirety on our website.  Attempts  to sort through the complaints have been delayed by the city's refusal to produce records or give any comments prior to the airing of our show on November 13, 2011.      We will continue to pursue these matters and report on them as we get more info.    Stay tuned as things unfold.
