The following statement is from Department of Facility Maintenance Director Ross Sasamura:
 
The City & County of Honolulu presently enforces ordinances relating to Stored Property and Sidewalk Nuisances.  Attached are excerpts from Chapter 29 of the Revised Ordinances of Honolulu (Articles 16 and 19) as well as the Bills which were enacted to create the respective ordinances.  Article 16 relates to Nuisances on Public Sidewalks and was enacted on April 19, 2013 while Article 19 relating to Stored Property was enacted on December 9, 2011.
 
Upon enforcing Article 16 of Chapter 29, Revised Ordinances of Honolulu, the Department of Facility Maintenance establishes a government operations zone marked off by barrier tape and provides a warning that sidewalk nuisances must be removed immediately or will be impounded and that life necessities should be taken by the person who owns the sidewalk nuisance.
