    Carroll discusses issues surrounding the hiring of a new  DoCARE chief at DLNR. In April, 2009, per Laura Thielen, the immediate filling of the position was critical and must be done immediately.   However, the person she hired, active-duty Coast Guard Commander Mark S. Young, accepted the job but cannot start until June, 2010.  In the meantime, he is acting on a "part-time" basis as "liason" between DLNR and the Coast Guard while  still serving in the military and shielded in a "Memorandum of Agreement" between the Coast Guard and DLNR.
